iEAR presents Andrew Neumann’s concert in two parts: "Refugee/Elegy" and "Flipping Switches." The concert is at the Arts Center of the Capital Region, 265 River Street, Troy at 8 pm. Tickets are $8 for the general public and $3 for students and seniors.
